Enterprise change management was designed for a world where software updated once a quarter. A new feature shipped, IT tested it, training materials were updated, and employees were notified in the next all-hands. That cycle worked when the pace of change was slow enough to absorb it.

AI does not update on a quarterly cadence. The major platforms ship meaningful changes weekly. Model behavior shifts. Context limits expand. New capabilities appear. Pricing restructures happen with 30 days notice. Tools that were experimental in January are production-ready in March. By the time a traditional change management process catches up, the landscape has shifted again.

This is no longer a technology problem. It is an organizational one.

The compliance angle that gets missed

Most enterprises think about AI compliance in terms of data privacy and output liability. Those are real concerns. But there is a second compliance dimension that gets less attention: behavioral compliance. Why the traditional change management playbook fails

Traditional change management assumes three things that are no longer true in an AI context:

1. Changes are discrete and announced clearly. Enterprise software would ship a release note, a customer success email, and a changelog. AI vendors ship all of those too, but changes also happen through model behavior drift, policy document updates buried in help centers, and API version deprecations with long tails.

2. IT is the appropriate filter. In a traditional SaaS context, IT evaluated and approved tools before employees used them. In an AI context, employees are often using AI tools that bypassed procurement entirely. Shadow AI is the norm, not the exception. IT cannot be the only change management layer if they do not have visibility into what people are actually using.

3. One update affects everyone the same way. When Microsoft updated Office, the change management task was uniform: notify users, update training. When an AI vendor updates a model, the impact is entirely different by role. Engineers need to know about API changes. Sales needs to know about feature availability. Legal needs to know about policy changes. A single org-wide "AI update" newsletter satisfies nobody.

They have not tried to apply the old process to the new problem. They have rebuilt the process around a different assumption: that changes will come continuously, not in discrete releases.
